Can I see the design on my own arm before committing?

Yes. Generate the design here, then open Add Object with a photo of the body part and describe where it should sit. It gives a good placement preview; your tattoo artist will still adapt it to your anatomy.

What should I type to get a stencil-like outline?

Choose fine-line or blackwork and add 'clean linework only, no shading' to the subject. That produces the kind of outline artists can trace from, which is more useful than a fully shaded render.

Is the design mine to get tattooed?

You can use what you generate however you like, including bringing it to an artist. Most artists will redraw it in their own hand, which is normal and usually makes the final piece better.

Why does the Japanese style add waves and wind I did not ask for?

Traditional irezumi composition uses background elements like waves, clouds and wind bars to frame the subject, so the style includes them. Ask for 'isolated subject, no background' if you want the motif alone.
